What changed
This is no longer the renewal you knew
After the Broadcom acquisition, VMware licensing was restructured. Three changes account for most of the surprises we see in budgets.

Perpetual licences gave way to subscription
Perpetual contracts with annual support were discontinued. Renewal is now a subscription, which changes the multi-year cost profile and usually the internal approval process with it.

Licensing is per core, with a per-processor minimum
Counting is no longer per socket. Each processor counts a minimum number of cores even if it has fewer, and this is where most estimates go wrong.

The portfolio was consolidated into bundles
Many standalone SKUs disappeared inside larger packages. Choosing the wrong bundle is the most expensive mistake in this category, because it only surfaces at the next renewal.

The virtualisation base for mid-sized environments, licensed per core, with vCenter included in the subscription.

VMware Cloud Foundation
The full bundle, covering compute, storage, networking and management. It makes sense above a certain core density; below that, it is over-buying.

vSphere Standard and Essentials Plus
The options for smaller infrastructures, still available by subscription and often the right fit for two or three hosts.

Renewal of existing subscriptions and regularisation of environments whose core count has grown since the last contract.
